SUMMARY
The Senior Assistant Solicitor for Privacy, Ethics, and Compliance
is a newly established position that will have primary
responsibility for advising County Departments on privacy, ethics,
and compliance. The position will support the County's compliance
functions, with a particularly focus on HIPAA issues for the
Montgomery County Department of Health and Human Services, data
privacy for the County's IT Department, and well as advising County
Departments on ethics, grant reporting and other compliance
issues.
Candidates should have experience in advising clients in high-risk
and high-profile matters, alongside excellent research, writing,
and analytical skills. The ideal candidate will be a self-starter
ready to build out this new position as a best-in class knowledge
center in the Solicitor's Office, drawing on colleagues as a
resource as well as outside counsel where appropriate. The
Solicitor's Office maintains a collaborative work environment, with
solicitors from all practice areas working together to develop the
best solutions for clients. The Senior Assistant Solicitor for
Privacy, Ethics, and Compliance will report directly to the
Solicitor.
ESSENTIAL DUTIES AND RESPONSIBILITIES
* Oversee legal strategies for data governance and privacy
* Develop and implement compliance programs and policies.
* Monitor regulatory developments pertaining to compliance and
recommend changes to the County Compliance policies on an ongoing
basis.
* Proactively identify and address potential compliance gaps,
ensuring adherence to regulations.
* Conduct compliance training sessions for employees to raise
awareness on compliance issues and ensure adherence to
policies.
* Lead internal investigations into suspected or reported
violations of compliance policies, working with relevant
stakeholders and reporting findings.
* Report to senior management on compliance issues and documented
compliance with regulatory requirements.
QUALIFICATION REQUIREMENTS
* Law degree from an accredited law school and member in good
standing of the Pennsylvania Bar or another state bar with a
commitment to become a member of the Pennsylvania Bar.
Experience and Skills
* At least 5 years of legal experience with a focus on healthcare
law, data privacy, and/or regulatory compliance strongly
preferred.
* Excellent analytical skills both written and verbal, with the
ability to articulate legal concepts to non-legal stakeholders.
* Demonstrated ability to work independently, manage multiple
priorities, and meet deadlines.
* Demonstrated ability to quickly learn applicable laws, court
procedures, precedents, and other applicable rules and processes
and identify key rules that apply to a specific matter.
* Ability to analyze large and complex amounts of information,
determine relevant facts, and propose effective and workable
solutions.
* Ability to be a team player and develop an inclusive and
collegial work environment and a demonstrated commitment to
diversity, equity, and inclusion.
* Excellent judgment and critical thinking in time-sensitive and
high-pressure situations.
